The HRC's findings reveal that House Republicans are actively pushing numerous anti-LGBTQ+ measures within key appropriations bills for FY26. These measures, according to the report, pose a significant threat to healthcare access, nondiscrimination protections, and the overall rights of the LGBTQ+ community.

The study also connects these legislative actions to a broader agenda, noting that the removal of federal funding for programs deemed to promote "gender ideology" is having a tangible impact. Examples include reports of HIV prevention programs and community health centers losing funding due to their efforts to be inclusive of transgender people, along with a pause in gender-affirming care surgeries for minors in some facilities due to funding threats.

The report highlights that the focus of these efforts is increasingly directed at the transgender community, particularly youth. This includes legislative proposals to:

• Restrict or ban gender-affirming care, which is supported by major medical associations.
• Ban transgender students from participating in sportsconsistent with their gender identity.
• Remove federal nondiscrimination protectionsfor sexual orientation and gender identity from various laws and agency regulations.

LGBTQ+ advocates argue that these efforts are not isolated incidents but part of a coordinated "culture war" driven by well-funded conservative groups, often relying on copy-and-pasted model legislation across statehouses. The HRC study underscores the urgency of the situation, showing that the sheer volume of anti-LGBTQ+ legislation considered since 2023—a record-breaking year—continues to climb.

Critics of the legislative push, including HRC, assert that these actions are harmful, expensive, and distract lawmakers from core responsibilities while negatively impacting the mental health and safety of LGBTQ+ individuals, leading some families to consider relocating to more protective states.
